The second block is the Power Factor Correction converter stage which will control the current drawn by the power supply from the AC power line in phase and shape with the AC voltage. The last block is the DC to DC converter stage which converts the output voltage to a specified level. The picture on the right bottom of the slide shows a typical desk top or gaming computer AC/DC power supply.
