As a general rule, brushless DC motors are sold as a unit which includes a PCB with the motor driver and other necessary hardware. The control signals have exacting timing and feedback from the motor needs to be carefully monitored to get the best performance. Stepper and brushed DC motors are chosen for unique applications so the motor driver can be found on the same PCB as the micro controlling it. In this case, the appliance designer will pick the driver needed.
