While the Sense limit is rising in inrush current mode, the limit will be continually exceeded and the TIMER will be activated. Therefore, it is critical that the Soft Start time be much smaller then the preset TIMER ON period otherwise the TIMER would expire before the nominal current limit is reached. Soft Start time must therefore be a subset of the TIMER.
