The odds of the input and output voltage requiring a duty cycle matching exactly with an exact digital state is low. This results in the system hunting between 2 discrete states. The sigma delta system controls that hunting. Above is an example of the discrete duty cycles created by the digital PWM as the input voltage is increased and the duty cycle decreases.
