There are different types of GDTs: 2 pole devices, for ungrounded lines and 3 pole devices for grounded lines. Both can come with a fail-safe mechanism, which creates a short circuit when the GDT is overheated and damaged (normally GDTs fail open, which is not a desirable failure mode in many applications).
