If the noise contribution of the desired and the undesired sidebands are equal (0 on horizontal scale), then the total noise contribution can be 3dB higher than either of these bands by themselves. If designers can reduce the effect of the USB by 10 dB (see -10 dB on horizontal scale), then the additive noise is only about 0.4 dB higher than the contribution of the desired sideband by itself.
